Outline of Experiment

  JAXA and Okayama Prefectural Government carried out the Communication Line Recovery Training using "Kizuna" satellite communication line at FY 2013 Okayama Prefecture Disaster Imagination Game.

  In this training, it was assumed that the ground communication line between Okayama Prefectural Office and Ikasa Regional Office is disconnected by the Great Nankai Trough Earthquake. “Kizuna” earth stations were installed at Okayama Prefectural Office and Ikasa Regional Office, and “Kizuna” satellite communication line was provided to Okayama Prefecture Office as a substitute for the ground communication line.
  By using "Kizuna", Okayama Prefectural Government shared information by the Cloud type videoconferencing though Okayama Information Highway* and the Internet.

*Okayama Information Highway: Optical fiber network with high-speed and large capacity, that connects to whole Okayama Prefecture with the figure of eight (1 ~ 10 Gbps Ethernet, Total extension approximately 450km). This network connects with an academic network in Japan, a commercial Internet Service Provider (ISP), etc., and is operated as information infrastructure of Okayama Prefecture.

◆Connection between Okayama Information Highway and “Kizuna” satellite communication line
  "Kizuna" was used as a backup communication line between Okayama Prefectural Office and Ikasa Regional Office, and Ikasa Regional Office was connected with Okayama Information Highway through "Kizuna" satellite communication line.
  It is possible to connect easily and quickly with Okayama Information Highway, by using "Kizuna" satellite communication line with VPN (IPSec).
  The VPN router used in this experiment is a commercial product, and we don't need to change packet size and others for the satellite communication line.
  Okayama Prefectural Office staff said that connection was easy because all we have to do was to prepare VPN router.

  "Kizuna" is effective as a backup communication line when the ground communication line is disconnected due to the disaster, because the communication line can be seamlessly switched to "Kizuna" satellite communication line from the ground communication line.

◆Information sharing by the Cloud type videoconferencing
  Okayama Prefectural Office and the Ikasa Regional Office were connected by the "Kizuna" satellite communication line, and could share information by the Cloud type videoconferencing system (Microsoft Lync) on the Internet.
  Ikasa Regional Office remarked that there was not so much difference between "Kizuna" satellite communication line and the ground communication line in quality of picure and sound, and that they could use it with no influence by communication delay.
  Okayama prefectural office staff made a comment that videoconferencing was very effective as communication means during disasters, and because "Kizuna" communication line did not have so much delay they did not have a feeling of strangeness using "Kizuna" communication line for videoconferencing as compared with the ground communication line.

  "Kizuna" satellite communication line provides the same quality with no influence by communication delay compared to the ground communication line for the information sharing by videoconferencing.
