Outline of Experiment

  JAXA and NICT installed earth stations for each prefectural Medical Association where communication lines are anticipated to be disconnected due to a large-scale disaster, and provided Internet environment using "Kizuna" communication line for “The satellite application demonstration experiment (disaster prevention training) on the assumption of the Great Nankai Trough Earthquake” conducted by Japan Medical Association.
Also, HD video images were transmitted from a vehicle-mounted station owned by NICT.

Experiment Results

  JAXA installed earth stations at Hiroshima Medical Association, Kochi Medical Association and Kyushu University Advanced Medical Innovation Center, and NICT installed an earth station at Tokushima Medical Association to provide Internet environment respectively using "Kizuna" communication line. Also, NICT provided Internet environment using "Kizuna" communication line to Kawashima Hospital assumed to be the virtual stricken site through the vehicle -mounted station.
  At “The satellite application demonstration experiment (disaster prevention training) on the assumption the Great Nankai Trough Earthquake”, disaster-related information was shared between JMA and each Medical Association using Cloud Type Web conference system and Cloud Type medical information system. Any prefectural Medical Association in Japan was able to glasp the state of this training using Cloud Type Web seminar system (V-CUBE meeting), and to share relevant information.
  The video images taken by HD video camera on the vehicle-mounted station at the virtual stricken site were transmitted to Japan Medical Association and Tokushima Medical Association in real-time.

◆Information sharing by Cloud Type Web conference system
  Information sharing using Cloud Type Web conference system was performed between total nine sites (five sites connected by "Kizuna" communication line and four sites connected by ground communication lines such as Japan Medical Association, Hyogo Medical Association, Okayama Medical Association and JMAT members moving to the virtual stricken site.
  It was verified that the effective activities for medical rescue were possible, for example, Kochi Medical Association and Tokushima Medical Association even in the areas cut off communication lines could glasp the rescue-status, and the information of disaster situation and rescue requests and others were unified. There was a comment from a participant of this training that it is effective for the disaster medical rescue activities when the ground communication line is not available.
  Also, JAXA provided satellite images of Ehime, Tokushima and Kochi prefecture by "Advanced Land Observing Satellite-2 (DAICH-2)", which overlaid flood simulation data dut to tsunami. These images were shared on Cloud Type Web conference system between prefectural Medical Associations.

◆Information sharing by Cloud Type medical information system
  At Hiroshima Medical Association, Kochi Medical Association, Tokushima Medical Association, Kawashima Hospital and Kyushu University Advanced Medical Innovation Center, Cloud Type medical information system was used through "Kizuna" communication line. At other 44 prefectural Medical Associations, this system was used through the regular communication lines, and the information was shared.
  It was verified that the effective activities for medical rescue were possible by information sharing between all prefectural medical associations, such as the patient information of Electronic Clinical Record in Cloud Type medical information system and the damage status of traffic network. There was a comment from a participant of this training that it is effective to respond acute patients and to confirm necessary items.

◆Understanding the disaster situation by HD video images transmission
  Kawashima hospital reported about the disaster medical rescue activity using "Kizuna" communication line. HD video images of road conditions and a shelter were shot from a moving car with the vehicle-mounted station owned by NICT, and also were transmitted to Japan Medical Association and Tokushima Medical Association. HD images allowed them to understand the disaster situation more precisely. There was a comment from a participant of this training that it is easy to understand the disaster situation.
